UN member states adopted the 2030 Agenda for Sustainable Development on 25 September 2015. Target 16.9 calls for "legal identity for all, including birth registration, by 2030". The UN Legal Identity Agenda describes recording identity from birth to death and recognises legally valid digital identity credentials as proof of identity. The target itself does not prescribe a universal digital ID card.
