China's State Council issued its Social Credit System planning outline on 14 June 2014, setting goals for 2014–2020. The document called for shared credit records and mechanisms to reward trust-keeping and punish breaches across government and commercial activity. DigiChina carries Rogier Creemers' translation of the outline, which set a 2020 target for the basic legal and information-sharing framework. The illustrative photograph shows Zhongnanhai in 2005.
