Utah's chief privacy officer, Christopher Bramwell, has formed a multi-state consortium urging other states to adopt Utah-style digital identity rules by January 2027. The rules would bar issuers from tracking where and when residents present digital credentials. About 168 million digital identities already circulate in the United States without common governance, and California has issued 2.2 million mobile licences without such limits. The effort shows that the rules for digital identity are being set now, and whether those systems become tools of routine tracking depends on whether privacy limits are written into law.
