Uganda is replacing individual tax numbers with its National Identification Number, and the Uganda Revenue Authority has deployed 80 fingerprint scanners in Kampala and Wakiso to link biometric ID to taxpayer records. Lawmakers note that over 10 million Ugandans reportedly lack a national ID, so access to the tax system will depend on enrolment. The change shows identity, biometrics and financial participation being fused into one state-run system, a pattern Revelation 13:16–17 describes in far larger form, where the ability to buy and sell is tied to identification.
