King Felipe VI said the handling of the Ceuta migrant crossing is the responsibility of all of Europe, after about 72,000 migrants, mostly from Morocco, crossed into the Spanish enclave on 30 July. Italy responded by suspending Schengen border-free arrangements with Spain for one month. The episode tests national border control against a shared European responsibility, and it shows how a migration crisis can push calls for common EU authority while member states reimpose their own controls.
