The Quartet of the United States, European Union, Russia and United Nations presented its Road Map to the Israeli government and the Palestinian Authority on 30 April 2003. The plan set out phases and performance benchmarks with the stated destination of a final and comprehensive settlement of the conflict by 2005. Its deadlines were not met, but the idea of a phased, internationally supervised peace for the land remained the starting point for later plans.
