
The Philippine central bank has drafted rules requiring banks, digital lenders, e-money issuers and virtual asset providers to verify customers through the national PhilSys biometric ID system as a standard part of account opening, with 80 percent of Filipinos already enrolled. Vendors are simultaneously rolling out passkey logins and biometric facial-matching tied to the same ID rails across banking services. This convergence of one government-issued biometric identity with mandatory financial access shows participation in ordinary economic life increasingly tied to centralized, verifiable digital identification.
