The European Commission's enlargement chief, Marta Kos, has proposed a 15-year probation period for new EU members, during which they could lose voting rights or funds for breaching democratic values or loyalty to the bloc. EU leaders will also be asked to waive vetoes on taxation and sanctions policy to avoid gridlock in a possible 35-member union. The proposals, which member states must still approve, point to a Europe seeking tighter central control and a larger, more unified bloc, though they do not by themselves show any prophetic sequence under way.
