The European Commission is set to unveil the EU KIDS Act, proposing a tiered minimum age of 15 for social media, video platforms, games and AI chatbots across member states, with enforcement modelled on the Digital Services Act and funded by fees on the largest platforms. The move follows pressure from France's Macron after a national French age law was struck down by its Constitutional Council, and is expected to steer states toward the Commission's age-verification tools and its incoming EU Digital Identity Wallet. It illustrates how child-safety concerns are being used to justify replacing fragmented national rules with a single EU-wide digital identity system.
