California Governor Gavin Newsom signed AB 1803 on 27 September, requiring employers with five or more staff to add anti-hate speech training to harassment training from 1 January 2028. The law does not define hate speech or clearly provide religious exemptions, and state training materials already treat deliberate pronoun misuse as harassment. Christian groups warn that churches could be compelled to affirm contested moral claims, a pressure on exclusive religious conviction that Scripture anticipates when believers are told to obey God rather than men (Acts 5:29).
